Under construction! Just like how you need to check-in with the city hall when you move in, you also need to check in (also check out when you move out!) your dog in when you adopt one. This is an obligatory tax ("Hundesteuer"), which is used for funding dog related services (e.g. dog waste bins). It also intends to discourage people from owning too many dogs.
